There should be multiple folders here named with numbers. One of them should contain a subfolder called "ugc". Inside this folder will be the mods. You should be able to use the mod as soon as you subscribe to it.
Steam will automatically download it once you click subscribe. From there just go into the game, click "mods" and enable the ones you want. I'd say restart steam but I'm guessing you've done that. Subscribing should queue the mods for download so I'm not sure what the issue is if they just won't download.

After entering the "MODS"-screen in-game try clicking "Get Mods", navigating to a subscribed mod, unsubscribe and resubscribe. Then exit the in-game browser and wait for it to begin downloading.
