This doesn't, and requires the starter edition to play. Regarding flying mounts, you'll have to play through the pre-expansion original A Realm Reborn game and all it's patch content first. That will take probably close to hours or so? Once you've made it through all that heavily story-driven content, you'll have to play a significant portion of the Heavensward story before you can fly.
You have to unlock it by completing a combination of story, side quests, and locating overworld points for each of the six massive zones. You unlock each zone independently, but it's never until after you've completed that zone as far as main story. MatthewP 9 Helpful?
