You can leave provinces as half-cored in states in eu4, or have them as regular half-cores in territories. This is what ahppens when you press "core" in eu4, full cores need stating and additional admin investment. As I explained, half-cores are territories in vic2. Thx for the reply. I tested removing the cores in EU, but for me it is doing kind randomly. And anyway, wouldn't be better if the states in vic 2 would be determined by which provinces are states in EU4?
In EU4 it is impossible to play without coring everything due to overextension, so if you decide to play as some oountry in Europe and go colonizing in Africa, India and China, when you convert you will have a huge industrial score in these "colonies". I played a little in EU4 as England and decided to test this. Turns out Gibraltar became a state even so it was a 3 devp province, with different culture and religion and Scotland and Irish region became colonies :p.
